Progressive
Community Services purchases and provides services
for Buchanan County residents with developmental disabilities.
Progressive Community Services was established with the passage
of a property tax proposition in 1978 to develop services
and supports for residents with developmental disabilities.
Progressive Community Services is a publicly funded Senate
Bill 40 Board. The agency is governed by a nine member volunteer
Board who are appointed by the Buchanan County Commissioners
to serve three year terms. The nine- member volunteer Board
of Directors sets the financial and administrative framework
for the agency and hires and directs the Executive Director
to conduct the everyday operations of the agency. Operating
as a public entity, the agency abides by all applicable statutes
and public rules, including those governing conduct of public
meetings, conflict of interest for public officials, fidelity
bond provisions, and is annually audited by a Certified Public
Accountant. This tax levy currently generates about $1.1 million
annually; the money is matched with federal and state dollars
to provide services in Buchanan County. Buchanan County residents
with developmental disabilities are able to live fuller lives
through the support of Buchanan County taxpayers.
Progressive Community Services currently
provides Service Coordination for Buchanan County Residents
with developmental disabilities and Residential Services.
Progressive Community Services provides funding to other not
for profit agencies that provide early childhood, vocational
and prevocational supports to residents of Buchanan County
with developmental disabilities. Currently four not for profit
agencies receive funding for operations from Progressive:
Specialty Industries, Clinco, UCP of Northwest Missouri and
Goodwill Industries.
What
is a Developmental Disability?
The state of Missouri defines a
developmental disability as a disability which is attributable
to:
Mental retardation, cerebral palsy, epilepsy, head injury
or autism, or a learning disability related to a brain dysfunction;
or autism; or any other mental or physical impairment or combination
of mental or physical impairments; and is manifested before
the person attains age twenty-two; and is likely to continue
indefinitely; and results in substantial functional limitations
in two or more of the following areas of major life activities:
Self-care
Receptive and expressive language development and use
Learning
Self-direction
Capacity for independent living or economic self-sufficiency
Mobility; and
Reflects the person’s need for a combination and
sequence of special, interdisciplinary, or generic care,
habilitation or other services which may be of lifelong
or extended duration and are individually planned and coordinated.

a person must:
Be a resident of Buchanan County
Be deemed eligible as a person with a developmental disability
by the Missouri Division of Developmental Disabilities -
